Al Roth ist der Craig und Susan McCaw Professor für Wirtschaftswissenschaften an der Stanford University und der George Gund Professor Emeritus für Wirtschaftswissenschaften und Betriebswirtschaftslehre an der Harvard University. Neben den gesetzlichen Grundlagen und der Darstellung der aktuellen Situation wird es auch um die Wahrnehmung des Themas Organspende in der Gesellschaft gehen. Frau Zimmering ist seit 2017 als wissenschaftliche Referentin bei der BZgA tätig. Sie ist Master of Public Health und hat einen Magisterabschluss in Ethnologie und wissenschaftlicher Politik.

"Blood donations: What health policy can learn from behavioral economics" (tbc)

Robert Slonim ist Professor in der Wirtschaftswissenschaftlichen Disziplinengruppe an der University of Technology Sydney. Zuvor war er an der University of Sydney (2008-2021) und an der Case Western Reserve University (1998-2008) tätig. Er promovierte 1995 in Wirtschaftswissenschaften an der Duke University und war Postdoktorand bei Professor Alvin Roth (1996-1998). Professor Slonims Forschungsinteressen liegen im Bereich der Verhaltensökonomie mit einem Schwerpunkt auf praktischen Lösungen zur Verbesserung des Wohlbefindens von Menschen. Er hat über 50 wissenschaftliche Forschungsartikel zu einer Vielzahl von Themen veröffentlicht, darunter Spieltheorie, Bildung, öffentliche Politik, Wohltätigkeitsspenden, Blutspenden und Altruismus in mehreren akademischen Disziplinen. Seine Arbeit ist in führenden akademischen Zeitschriften in Wirtschaftswissenschaften, Management, Wissenschaft und Medizin sowie in vielen Artikeln in der populären Presse erschienen. Er hat zahlreiche internationale Förderungen bekommen, darunter mehrere von der US National Science Foundation und dem Australian Research Council. Er war Mitbegründer und ursprünglicher Mitherausgeber des Journals der Economic Science Association (2015-2020) und ist derzeit stellvertretender Herausgeber bei Management Science. Professor Slonim war von 2016 bis 2017 Direktor der Forschungseinheit für Verhaltensökonomie des australischen Premierministers und des Kabinetts. In seiner Funktion leitete er zahlreiche verhaltensökonomische Projekte der australischen Regierung, hielt Vorlesungen vor vielen Regierungseinrichtungen und ist Mitglied mehrerer Regierungsbeiräte.

Mit der Veranstaltungsreihe "dggö Talk" möchten wir ein Forum schaffen, auf dem aktuelle und wichtige Forschungsbeiträge einer breiten, an Gesundheitsökonomie interessierten Zuhörerschaft vorgestellt werden.

Al Roth is the Craig and Susan McCaw Professor of Economics at Stanford University and the George Gund Professor Emeritus of Economics and Business Administration at Harvard. He shared the 2012 Nobel memorial prize in Economics. He was President of the American Economic Association in 2017, and is a member of the National Academy of Science. He directed the redesign of the National Resident Matching Program, through which most American doctors find their first employment. He helped design the school choice systems used in several large American cities. He is one of the organizers and designers of kidney exchange in the United States, which helps incompatible patient-donor pairs find compatible kidneys for transplantation (and which is spreading around the world, but which is not yet supported in Germany).

2. On 28.6.2023 5 pm Ms. Rebecca Zimmering from the Federal Centre for Health Education (BZgA) will talk about organ donation in Germany. In addition to the legal basis and the presentation of the current situation, she will also talk about the perception of the topic of organ donation in society. Ms. Zimmering has been working as a scientific officer at the BZgA since 2017. She holds a Master of Public Health and a Master's degree in ethnology and scientific policy.

3. Professor Robert Slonim, University of Technology

Robert Slonim is a Professor in the Economics Discipline Group at the University of Technology Sydney. He previously worked at the University of Sydney (2008-2021) and Case Western Reserve University (1998-2008). He received his PhD in Economics from Duke University in 1995 and was a Postdoc working with Professor Alvin Roth (1996-1998). Professor Slonim's research interests are in Behavioural Economics with a focus on practical solutions to improve people’s well-being. He has published over 50 academic research articles on a range of topics including game theory, education, public policy, charitable donations, blood donations and altruism across several academic disciplines. His work has appeared in leading academic journals in Economics, Management, Science and Medicine, and many articles in the popular press. He has received numerous internationally competitive grants including multiple US National Science Foundation and Australian Research Council grants. He was the co-founding and initial co-editor of the Journal of the Economic Science Association (2015-2020) and is currently an Associate Editor at Management Science. Professor Slonim was the Director of Research of the Prime Minister and Cabinet's Behavioural Economics Team of Australia (2016-2017). In his role, he provided economics and behavioural economics research leadership on more than a dozen research projects across the federal government, presented lectures to many government departments and he continues to serve on multiple government advisory panels. He also received an appointment by the Australian Minister of Agriculture to serve on an independent panel (with two others) to provide a comprehensive evaluation and offer advice to improve Australia’s Farm Household Allowance policy, which resulted in several changes to the national program.

With the event series "dggö Talk," we aim to create a forum for presenting current and significant research contributions to a broad audience interested in health economics.

The "dggö Talk" is organized as an online meeting. The presentation will be in English, and there will be an opportunity to ask questions to the speaker.

The dggö (German Health Economics Association) and the CINCH (Center for Health Economics at the University of Duisburg-Essen) invite doctoral students and early-career researchers to apply for participation in the "CINCH-dggö Academy in Health Economics." It will take place from August 28 to September 1, 2023, at the University of Duisburg-Essen, focusing on "The Economics of Pandemics and Risky Health Behaviours."

die Arbeitsgruppe des RatSWD zur Vernetzung sozialwissenschaftlicher Forschung in gesellschaftlichen Krisen hat einen Standardfragenkatalog mit Erhebungsinstrumenten zu soziodemographischen und krisenbezogenen Variablen entwickelt. Der Katalog soll als Hilfestellung für die Konstruktion von Fragebögen dienen und wurde bereits im März 2023 zusammen mit einer Handreichung zu seiner Entstehung und Nutzung veröffentlicht.

Zusätzlich werden die Standardfragen nun als LimeSurvey-Umfrage zur Verfügung gestellt, sodass Forschende einzelne Fragen oder Fragegruppen direkt in ihre Umfrage importieren können.

Tag der Organspende am 03.06.2023

In Deutschland warten gut 8.500 Menschen auf eine Organspende (www.Bundesärztekammer.de). Zum Tag der Organspende möchte die Deutsche Gesellschaft für Gesundheitsökonomie (dggö) auf die Dringlichkeit der Erhöhung der Organspendenraten hinweisen, um diesen Menschen ein (besseres) Leben zu ermöglichen. Dass es in Deutschland Luft nach oben gibt, zeigt auch ein Vergleich innerhalb der EU: Sowohl in den Lebendspenden als auch bei postmortalen Spenden pro Million Einwohner (Abbildung 1) hinkt Deutschland hinterher.

Um von den Erfahrungen anderer Länder zu lernen, hat die dggö eine Kurzserie an virtuellen dggö Talks rund um das Thema Organspende organisiert. Am Mittwoch, 31.05.23, sprach der Wirtschaftsnobelpreisträger und Professor der Stanford University Alvin Roth vor einem breiten Publikum im 6. virtuellen dggö Talk (s. https://www.dggoe.de/aktuelles für Details) über Möglichkeiten des Nierentausches zwischen kompatiblen, aber zuvor unbekannten Paaren und die Umsetzung von Überkreuzspenden sowie von Tauschketten in den USA.

Anders als in den USA ist in Deutschland eine Lebendspende außerhalb des engeren Familienkreises nur möglich, wenn zuvor eine enge Beziehung zwischen Spender*in und Empfänger*in offiziell beschieden wurde. Alvin Roth konstatierte am Beispiel der Überkreuzspenden für Nieren, dass es für deutsche Kliniken zu aufwendig und langwierig sei, vor einer Kommission die enge Beziehung zwischen zwei kompatiblen, aber unverwandten Spenderpaaren nachzuweisen. Dies sollte vereinfacht werden, zumal in der deutschen Bevölkerung grundsätzlich eine sehr große Unterstützung für einen Nierentausch herrsche. Wie Abbildung 2 aus einer wissenschaftlichen Umfrage von Roth und Wang (2020) verdeutlicht, stimmen 79% sogar dem Nierentausch über Ländergrenzen und außerhalb des Familien- und Bekanntenkreises zu, obwohl ein solcher Tausch in Deutschland derzeit rechtmäßig nicht möglich ist.

Day of Organ Donation on June 3, 2023

In Germany, there are about 8,500 people waiting for an organ donation (www.Bundesärztekammer.de). On the Day of Organ Donation, the German Society for Health Economics (dggö) wants to emphasize the urgency of increasing organ donation rates to improve the lives of these individuals. This applies equally to deceased organ donation and living donation. An international comparison also shows that there is room for improvement in Germany: Both in terms of living and deceased donations per million population, Germany lags behind in the EU (see Figure 1).

To learn from the experiences of other countries, the dggö has organized a short series of virtual dggö Talks on donation behavior in healthcare. On Wednesday, May 31, 2023, Nobel laureate in economics and professor at Stanford University, Alvin Roth, spoke to a broad audience in the 6th virtual dggö Talk (see https://www.dggoe.de/aktuelles for details) about the possibilities of kidney exchange between compatible but previously unknown pairs and the implementation of cross-over donations and exchange chains in the US.

Unlike in the US, in Germany, living donation outside of close family is only possible if a close relationship between the donor and recipient has been officially confirmed. Alvin Roth noted in the case of cross-over kidney donations, that it was very complicated for German hospitals to build up and prove a close relationship between two pairs of donors in front of a commission. This should be simplified, especially considering the overall strong support for kidney exchange among the German population. As Figure 2 from a survey conducted by Roth and Wang (2020) illustrates, 79% even agree to kidney exchange across borders and outside of family and friends, although such an exchange is currently not legally possible in Germany.

The dggö-committee “Allocation and Distribution” invites you to its fourteenth workshop, which will take place at the Carl von Ossietzky University of Oldenburg on November 17th and 18th, 2023.

The keynote on the topic „Lifestyle, socio-economic differences, and health policy“ will be given by Prof. Dr. J. O. Mierau (Professor for Public Health Economics, University of Groningen).

The 8th Workshop in Behavioral and Experimental Health Economics will take place on July 27-28 2023 at the University of Vienna, Austria.

Submissions:

Contributions on all topics related economic aspects of health decision making (e.g., preferences, incentives, institutions) applying experimental methods, be it online, laboratory or field experiments are welcome. Both long talks (30 min or more plus discussion) and short talks (5-10 min) that will be accompanied by a poster presentation are expected.

Please submit either the full paper, or an extended abstract of up to 1,000 words that addresses each of the following: objectives, methods, results, and conclusions. Preference will be given to full-paper submissions, particularly for long talks.

Deadline for abstract submission is April 30th, 2023. Authors will be notified regarding the acceptance of their paper by May 31st, 2023.

The DGGÖ Ukraine group invites interested researchers to present and discuss tools and evidence that will build a research agenda to support the transition of Ukraine and its integration the European Union during a half-day virtual workshop on 22 February 2023. The thematic focus is on health and labour markets and education in Ukraine and other post-soviet economies. We welcome contributions applying economic methods and evaluating policies to develop a joint research agenda and support Ukraine’s transition.

The 22nd European Health Economics Workshop (EHEW) takes place at the University of Augsburg on May 11-12, 2023. The EHEW focuses primarily on the discussion of microeconomic models applied to health economics, with a strong emphasis on applications of industrial organization, contract theory, insurance economics, and public economics. Zusammenfassung/Abstract

Floods, wildfires, heatwaves, migration, and premature deaths linked to climate change are making the headlines more than ever before. Current policies put us on track to an average temperature increase way beyond the IPCC recommendation of 1.5°C with devastating consequences for human health and the ecosystem. In her talk, Laure de Preux will provide an overview of the health implications of climate change, a discussion of some of the empirical challenges, and propose a possible solution towards sustainability using examples from her work. She will review the latest evidence and present research that illustrates how pathways between climate change, the environment and health can be identified and quantified. To contextualize the role of environmental policies, she will review the design and impacts of the European Emission Trading Scheme, and how its benefits and co-benefits associated with health can be quantified. Finally, Laure de Preux will propose a change in perspective as one of the solutions toward more inclusive and sustainable approaches and apply it to the context of economic evaluation in healthcare.

Laure de Preux

Laure de Preux is an Assistant Professor of Economics at Imperial College Business School, and affiliated to the Centre for Health Economics & Policy Innovation.

Laure’s research interests lie in environmental and health economics. She works on climate change policies’ evaluation, the impact of health insurance on lifestyles, and the determinants of health with a particular focus on the effect of climate and pollution on individual’s behaviour and healthcare utilisation.

Prior to joining Imperial College Business School, Laure gained a Masters in Business from HEC Lausanne and an MSc in Economics from the Universitat Pompeu Fabra, before completing her PhD in Economics at the University of York under the supervision of Prof. Hugh Gravelle. She also worked at the Centre for Economic Performance at the LSE between 2008 and 2016.
