Greeting of the Conference President
I am very pleased to welcome you to the 17th Annual Conference of the German Society for Health Economics on March 24 and 25, 2025 at Paderborn University. The core topic of the conference is “Ageing and Health”. We look forward to keynote speeches by Corina Mommaerts (University of Wisconsin - Madison) on “What can Economics say about Alzheimer's disease?” and by Friedrich Breyer (University of Konstanz) on “Ageing, long-term care expenditure and sustainable finances”. In addition, Kirsten Thommes (Paderborn University) and Hendrik Jürges (University of Wuppertal) will engage debate duels with members of the Münster student debating club on the topics of care robots and health care data.
Your numerous contributions will play a pivotal role in shaping the conference. I would like to take this opportunity to thank Prof. Dr. Juliane Köberlein-Neu (University of Wuppertal), who took care of the review process and prepared an exciting program for you.

Keynote Speakers

Corina Mommaerts, University of Wisconsin – Madison
Further information
Corina Mommaerts has been an Associate Professor in Economics at University of Wisconsin – Madison since 2024 where she is also an affiliate of the Center for Demography and Ecology. She is interested in the economics of aging, family economics, and health economics. Her research agenda focuses on the role of informal networks in mitigating risks faced by individuals, particularly during the later stages of the lifecycle. At the annual meeting in Paderborn, she will describe the central economic questions raised by Alzheimer’s Disease and discuss how economic frameworks can be useful in understanding Alzheimer’s Disease-related issues including drug development, efficient care delivery, dynamic contracting, long-term care risk, financial decision-making, and the design of public programs for Alzheimer’s Disease.
Friedrich Breyer, Universität Konstanz
Further information
Friedrich Breyer is Emeritus Professor at the University of Konstanz and previously taught at the FernUniversität Hagen and the University of Osnabrück. He studied economics at the Free University of Berlin, the University of Heidelberg and the London School of Economics and received his doctorate and habilitation at the University of Heidelberg. Friedrich Breyer is a founding member of the dggö, its former chairman and recipient of the Gérard Gäfgen Medal. Since 2019, he has been a member of the Executive Committee of the Verein für Socialpolitik and is also a member of the Scientific Advisory Board of the Federal Ministry of Economics and Climate Protection. His research focuses on health economics, financing the welfare state and the economic theory of politics.
The first part of his keynote will review the empirical literature on the question of whether health and long-term care expenditure will fall (compression hypothesis) or rise (medicalization hypothesis) as the population ages. The second part presents various projections of social long-term care insurance expenditure up to 2040. The third part critically reflects on the German government's plans to expand long-term care insurance and presents its own proposal for the sustainable financing of long-term care services in the coming decades.

Address
Warburger Str. 10033098 Paderborn
Arrival
by train/local public transport from Paderborn main station
There are two buses from the main station to the bus stop Uni/Schöne Aussicht. We recommend this destination stop (instead of Uni/Südring), as it is the quickest way to get to the building Q.
Line 100 “Universität” (journey time approx. 7 minutes) or line 6 “Schöne Aussicht” (journey time approx. 17 minutes):
Leave the station via the main entrance and go right to get to bus platform C. All buses heading towards the university stop here, but only lines 6 and 100 stop at Uni/Schöne Aussicht. Take line 6 or 100 to the bus stop Uni/Schöne Aussicht. Get off at the bus stop and keep left, walk to the traffic lights (approx. 90 m) and turn right into Fanny-Nathan-Straße. After approx. 110 m you will see the Q building on the right-hand side (see photo above left).
(From Westerntor, take line 14 in the direction of “Liethstaudamm”, which also takes about 8 minutes to reach Uni/Schöne Aussicht).
